Aren't there two issues related to responsibility? The modelling sense
is clear--we are responsible for the behavior with which we control
perceptions.

But again, when you have control systems living together in a society,
don't you need to determine acceptability of the consequences of
behavior? Sure, I'm responsible for knocking over the glass of juice
when I went to answer the phone, but THAT consequence wasn't intended.
There's always a reason when someone is murdered, but nevertheless
someone did it.
