Actually, Rick Marken will be putting this article
on the CSGnet website soon, so it may be easier to
just wait for the online version, than to get a
reprint from me or to look up the journal.
I took the liberty of putting it up at the CSG Site already.

I didn't do any nice formatting on it yet; I will do that
