Cybernetics Assignment

I am a university student in Australia studying Manufacturing Management. I was recently given an assignment question on Cybernetics that I have had trouble with.

The proposition is "The Cybernetic approach to systems control are an adequate foundation for design of an effective Occupational health and safety management approach"

I have no idea how to approach this and would appreciate and information or ideas that you could give me.

Greg, I have the impression that cybernetics is a slippery concept as
interpreted by cyberneticists of today, whoever and whatever they are. For
us to give you any ideas at all, you would first have to define for us in
some detail what "The Cybernetic approach to systems control" is. Your
definition has to be rather rigorous.

That effort on your part may be very useful to you, with or without any
response from CSGnet.
