What a week for me and PCT.
First I learn from Hugh Petrie that our proposal to do a super-PCT
extravaganza (including Hugh, me, Bill Powers, Ed Ford, and my UIUC
colleague Paul Thurston) at the April meeting of the American Educational
Research Association had been rejected because a reviewer "couldn't decifer
it" (Rick Marken, can you see what's wrong with this phrase?). Then a few
days later I learn that the paper I wrote with Paul Thurston on PCT and
educational leadership (and which I presented at Durango last summer) had
been rejected by _Harvard Education Review_.
Of course, the HER rejection doesn't surprise me. And it actually makes me
feel more a part of the gang (I got my first PCT article into print so
easily that it made me wonder what I might be doing wrong). But what is so
maddening about the HER rejection is that they provided absolutely no
feedback on the paper since it is "not our policy to provide critiques of
rejected manuscripts"!
In my years of playing the publication game, this is the first time I have
not received reviews of my submission, and so I find it very odd indeed.
Maybe it means that the manuscript was judged in-house as not worthy for
review. I intend to find out. In any case, since the primary reason for
submitting PCT articles to journals seems to be to obtain entertaining
reviews, I would not recommend sending any PCT articles to HER.--Gary
P.S. Paul and I will keep trying, though. Kent McClelland is our
inspiration. He had a publishable paper back in 1991 and it wasn't until
this year that he got it accepted. Good PCTers know how to handle
disturbances.
