All,

As I read Bill's comments I had a strong sense that
many of Bill's concerns have more to do with the context of his long
struggle to defend
his views against critics, than with what I have written. With
respect to PCT --
I think you can choose to see the common ground or to see the
differences with
what I have written. My own opinion is that there is little in this
paper that
is not consistent with PCT. Obviously, Bill has a different opinion.

I do think the most important part of the paper is the second half
(which Bill does
not address) -- because I think this part of the paper illustrates some
important empirical approaches for evaluating human performance using
the intuitions of control theory.

I don't want to debate Bill (or anyone else) over this.
Rather, I will let the paper speak for itself. I am
attaching the pdf file, and I will leave it to others to decide
whether Bill's concerns reflect
serious limitations of this paper or not.
