I think your problem with the word "intention" might come from the
fact that, in common use, "intention" seems to connote "conscious
intention". In PCT (and in real life), intentions can be carried
out consciously or unconsciously. Lower level intentions (like
the intention to breath or the intention to keep the cornea
lubricated by blinking) are usually carried out unconsciously;
higher level intentions (like the intention to get a PhD or
the intention to go on a trip) are often carried out consciously.
I think what distinguishes artifactual from living control systems
is that the former have no consciousness while the latter do. But
all artifactual and living control systems have intentions.
