Behaviorism represented an attempt to keep at bay the accepted
theory of behavior in those days (and still fashionable today
in some quarters!): spooky action from inside (nonphysical "mental"
causation)....I appreciate why they chose to go this route, but
agree with you that they ended up throwing the baby out with
the bath water.

PCT shows that the "spooky action from inside" is not spooky at
all; it's a hierarchy of control systems. So behaviorism didn't
really throw out any bath water at all; it was all baby!!
