Ooops, that one was meant to be direct to Bill Powers.

Todays library session turned up BBS 15, Dec 92, which has an
article:

Burgess, P.R. "Equilibrium Points and Sensory Templates",
    BBS 15:720-722

which proposes a very PCT-ish theory of motor control. Sample quote:

A sensory template is a learned representation within the central
nervous system of the sensory input that will occur in the course of
a movement if the movement is carried out as intended. Because
motor tasks are defined exclusively as percepts referred to the
body image, the sensory template is the equivalent of the subject's
perceptual goals expressed in terms of sensory receptor discharge.

I don't think he's quite gotten there, but is headed somewhat in
the right direction. He doesn't cite Bill, but does cite someone
called MacKay (1982) `The Motor System Contols What it Senses'
(BBS 5:557), who does.
