Voluntary versus Intimidated Action

We have agreed that it is not possible to tell whether actions are voluntary
or intimidated simply by examining the actions. From this fact, I infer that
the two types of models must be essentially identical up to the level of
program control. Thus, if we conjecture that the two types of systems _are_
different, the difference must lie at the levels of principle or system
control. We understand so little about these higher levels of control
(extending to whether they even exist) that it seem imprudent to argue that
they _must_ differ in some regard when we label behavior voluntary or
intimidated. Of course imprudent argument has never been in short supply on
CSGnet. Nevertheless...
