reference values one would anticipate would achieve control or
another. The difference I'm pointing to seems to be in the sequence
of states and reference values one is interested in aiming away from
and toward. One sequence of reference values is deduced from the premise
that control is achieved by progress toward a substantive objective
one has as one confronts conflict. The other holds the reference
values to be stochastic, but to be set in relation to shifting motives
