Administrators where you are may be trying to curb private use of email
on their systems, if they are clever, or if they are not they may just
have screwed up your internet connectivity.
I'm not sure about the conspiracy aspect of this, but the ways in which
one sends email to addresses on different networks varies greatly. For
example, to send me mail from Banyan Vines one has to address it to
SMTP[bill@biome.bio.ns.ca], and it will get there, but that is a pretty
arcane invocation. Even as common an OS as VMS requires all kinds of
quotation marks around Internet addresses. So ask around before giving
up.
