consciousness on the actions

I am still studying the discussion "Should newspapers stop telling us about
peoples actions?" I had with Rick among others.
Rick answered in different ways and he waited at the table with the
following statement:. It generally doesn't help control when you focus
consciousness on the actions that are producing the controlled result. But
you can still control when you do know something about the actions that are
the means of control".

This is okey-doke. I think Bill thought us the example when we have the goal
to bicycle from A to B. If we start focus consciousness on the way we force
the pedal with the right foot and then with the left foot and maybe just the
change from left foot to the right foot. Then the bicycling get less
smoother. Absolutely less smoother then if we control our goal to bicycle
from A to B.

Is the PCT explanation as follows:
When we control cycling from A to B, we control on an event level (I guess).
If we focus consciousness on the way we force the pedal, we start
controlling at a lower level, a quite another goal. Because we control at a
lower level, the smoothness in bicycling disappear?

Is this a reason why speed skaters stop their progression when they start
training how to move the feet in the curves?

Yes. It seems to be an empirical fact that control deteriorates when we
focus consciousness on the means (peddling, in this case) used to achieve
control (of the direction of the bike). To my knowledge, there is no
rigorous explanation of this phenomenon in PCT. The fact that it occurs is
just taken as evidence that reorganization is related to consciousness.
Apparently, when we focus consciousness on a control function, such as the
output function, that function starts to reorganize.

Is the PCT explanation as follows:

No, I think the control explanation (such as it is) would be what I said
above: the deterioration in biking performance when you direct consciousness
at the peddling results from reorganization (random changes) in the output
function that transforms error into output.

training how to move the feet in the curves?

Possibly.
