You have probably already seen my attempt to add to what Rick Marken
posted for a dictionary (glossary?) for the net.
I immediately recognize from you posting that I may well not fully
understand the term REOGANIZATION.
If the high level control system has no idea of what might work or might
not work but begins trying various control strategies, some of which may
have been useful in other situations, is not reorganization occurring?
It would seem to me that the criteria for saying that reorganization is
taking place is that the control system is choosing new control
strategies only because it does not know what will work.
Maybe I am belaboring a point but I somehow feel that a correct
understanding here is crucial.

Does PCT deal with "First Cause" questions. To make my question clear
(in case my use of "First Cause" is unclear):
How does PCT deal with such basic issues as most people have a drive to
survive. Most people have an insatiable desire to learn? Or for that
matter how is it that some people have managed to overcome the desire to
learn
