Do multiple levels of control Exist?

We have some anatomical evidence of clear levels of control, but only
at the bottom one or two levels. Information about what higher centers
in the brain do is almost nonexistent; it's still mostly guesswork.

You need a mechanism to implement the control... How about a mechanism
that can generate "learned" perceptions from current perceptions?
