First, remove any trace of the smell--the bedding that has been used.
Second, if you don't mind the smell yourself, just lay or sprinkle
coriander on the pissing site. Cats hate coriander.
Second, consider why the cat is pissing inside. Cats are susceptible
to kidney disorders. If so, they don't get to the right pissing spot.
Sometimes their box is smelly, and if you're cleaning up the bed more
than the box, or if the litter is unpalatable (cats are as finicky
about this as about food), the cat won't go there.
I have in cities and in suburbs always allowed cats outside. Those
who survive the first year without being hit by a car pretty much piss
outside, even in the winter.
Here's the interesting thing to me. When I answer you, I am
consciously thinking tetrahedronally of engaging the motivations of
the cat. By the way, cats and I talk freely with one another. I used
