Philip, would you define what you mean by “interpretation�? For me either the perceptual function interprets the effects of environment by transforming parts of them to perceptual signal
or interpretation happens later in the internal action id the control hierarchy by transforming the perceptual signal and adding there imagination. I prefer the latter meaning and the interpretation IS action - not perceivable behavior but behavior certainly
affects later interpretations.
