Control is a perception. Within PCT, it involves a specific relationship between two perceptions. What is a fact? It is a perception that each person can have and will have in a situation. The lower the level, the more likely something will be considered a fact. Inter-observer agreement is part of what is usually considered a fact. However, comparison with “reality” is another part of the definition of what is a fact. If a tree falls in the forest, and no one experiences it fall, did it make a sound?
