I would place him in the "user" category, relative to academia. He seemed
open minded when we talked with him. If you contact him, use our names and
remind him we met at the Joint Data Fusion Symposium where he presented
his paper on human factors in the USS Starke and USS Vincennes incidents
in Persian Gulf. Paper deal with human ability to handle information
overload/starvation in stressful situation. Some of his graphics looked
similar to Martin's speed/error/stability chart in LP paper. It would be
good to also provide him Martin's paper and say PCT leads to this.
I'm sorry I don't know his academic credentials. The idea of a "user"
reviewer might be attractive, since it might bypass some of the
old-boy biases. But it risks its own biases, and I know them not.
