It is necessary to look AT the reference signals that normally operate
automatically and determine how you are behaving. The only way to look
AT a reference signal is to occupy the next level up -- which also happens
to be the level where you must be to CHANGE a reference signal consciously.

MK:Can reference signals be perceived?
RM: Not directly. You can “see” them when they are “played back” as perceptual signals in imagination mode. That’s why you (your conscious awareness) have to “occupy the next level up” in order to look at them. That is, your consciousness has to be at the level above system that is getting the reference (goal) so that you can see the perception that results from imagining that you have achieved the goal.
RM: That’s what I am doing when I am “seeing” my reference for (goal of) eating a bowl of chocolate chip ice cream. I am perceiving, in imagination, the consequences of achieving that reference state. The situation is diagrammed in Figure 15.3 in B:CP 2nd Ed, p. 223. The “address signal” is the reference for eating the ice cream. This reference is short circuited back into the perceptual path via the imagination connection. The “you” that is aware of this imagined perception – a perception that corresponds exactly to the reference signal, do it is a perception of eating the ice cream – occupies the “Higher Order” control system that is sending the reference (as an “Address signal”) to the control system shown in the diagram.
