I found that Viviani’s 1982 paper (after which Lacquaniti found the power law in 1983) is cited by A.R. Cools in his wonderful 1985 Chapter (ch5, Brain and Behavior: Hierarchy of Feedback Systems and Control of Input) devoted to Powers’ definition of behavior.
