Where does the programmer sit?

Bruce N., responding to the exchange between Bruce G and Bill P about
programs and the brain, asks:

Where does the programmer sit and with what tools design, write, comment,
compile, debug, and maintain the programs?

I think he (or she) sits in a place we call the mind and the tools he (or
she) uses include the brain, language, mathematics, logic, etc, etc. I
suspect scientists reject out of hand what I've just said, however, I
reject some of what passes for science so I guess that makes us even.
